(Seeing as no one else has done a write up on the reasons for this I thought I'd do them, feel free to post in here disagreeing or adding your own thoughts.)
The reason for this stage's ban is very simple to the explain. Beneath the player starting position of the stage are two more rows of blocks. These rows descend inwards with the very bottom block of the stage being in the exact center with one block above it each supporting in half of the stage. If you go down here and push these blocks you will destroy every block on the stage apart from the single on you are standing on. As this is obviously the optimal thing to do the game boils down in to both players trying to push everything else down from this position without getting stomped on by the other player, there is really no other gameplay possible here.
There are a group of rulesets referred to as "Gentleman's Prison" which through a variety of different rules either prevent or forbid players from going down to these bottom two rows solving the main problem that makes this stage ban worthy.
