(Seeing as no one else has done a write up on the reasons for this I thought I'd do them, feel free to post in here disagreeing or adding your own thoughts.)
So this stage has a multitude of problems that contribute to it being banned.
The most obvious one from the start is the random movement of the monster blocks, sometimes a player can be heavily favoured getting a free path while another player keeps losing their way up. Random elements in a game are not necessarily a problem but they can really heavily influence how easy it is to climb this stage.
The large rings of dark blocks and most of the map being straight vertical walls means that any strategy where you would push out parts of the map to catch up to a player ahead of you do not work. Because it is made of high vertical walls it is very easy for the player infront to defend any fast to build stair cases either with sidle defense or blocking paths with blocks, forcing you to either spend a long time building a wide 3 block high platform that you can create multiple paths up off of, or risk being unable to get by your opponents defense.
The way the stage is structured means that often the player who gets the lead is random and it becomes very hard for the player who fell behind to catch up due to the ease of defending paths up and the fact that stage breaking does not work. The only real strategy beyond this is to try and farm an item to help you get ahead.
Even above this part of the stage the mystery blocks can sometimes make climbing impossible due to bomb blocks and cracked blocks removing any chance you have to build something stable.
You could play this stage if you really wanted to but it is boring, heavily random, very hard to catch up on and many strategies don't work. Many players would consider a stage with this many random factors and so little room for strategy to be frustrating and unacceptable in a tournament setting so this stage is banned.
